Not always. Either the temperature sensor has drifted or the oven only needs its calibration offset changed, something many models let you do from the controls. Heat escaping through a worn gasket or a drooping door hinge can mimic the symptoms of a weak element.
The very high temperatures of a self-clean cycle can blow a thermal fuse, lock up the door latch or harm the control board. Nothing is ordered until the failed part is pinpointed, and afterward older ovens are often better off being cleaned by hand.
Do not use it, avoid lighting anything or operating switches, open the windows, and get out of the house if the odor is strong. Call your gas utility or 911 from outside, and book a repair only once the utility says it is safe. The appliance remains off until the source is located and fixed.

An oven is diagnosed in a set order: the temperature sensor and the bake element or igniter first, then the door gasket and hinges — a door that no longer seals squarely lets out enough heat to mimic a failed control.
Common oven problems and their causes
Oven Not Heating: An oven that stays cold usually has one of three problems: no heat source, no signal telling the heat source to run, or no power reaching it. On electric models the bake element is the most common failure, followed by the temperature sensor and the relay on the control board. On gas models a weak glow-bar igniter comes first by a wide margin. Before booking, check the breaker panel; an electric oven runs on a two-pole breaker, and a tripped half can leave the display lit while nothing heats.
Uneven Heating: Hot corners and cool corners are normal to a degree, but a difference you can see in the food points to heat reaching the cavity unevenly. Common causes are a bake element with a weak or dead section, a broil element that stays on during bake, a door gasket leaking heat on one side, or a convection fan that has stopped. Before calling, make sure nothing is covering the oven floor, such as foil, which blocks and reflects heat from the bake element or burner below.
Door Won't Close Properly: When the door stops short of closing, something is physically in the way or the hinges are no longer pulling it shut. Look first for a rack pulled too far forward or a pan handle caught at the frame. If the path is clear, the usual culprits are a bent or broken hinge, a hinge that has slipped out of its slot after the door was removed for cleaning, or a self-clean lock that has stayed extended. Do not force it; a door under strain can crack its inner glass.
Self-Clean Not Working: Problems with self-clean fall into three groups: the cycle will not start, it starts and stops early, or it finishes without burning the soil off. A cycle that will not start is often a door that the lock cannot close fully. An early stop usually points to the lock switch, the temperature sensor or the high heat tripping a thermal fuse. Poor results tend to mean a weak bake element. Wipe out loose debris and pooled grease first, and remove the racks unless the manual says they can stay in.
Burner Not Working: When a single top burner is out while the others work, the fault is local to that burner. On gas models the cause is usually a spark electrode covered in food, a burner cap sitting crooked, or wet parts after a boil-over. On electric coil tops it is often a loose element in its receptacle or a burned receptacle; on smooth tops it is the element itself or its switch. Let a wet burner dry fully and reseat the cap before assuming anything has failed.

An oven said to 'run cold' that is actually cycling normally around a set point that has drifted out of calibration, which on most models is a settings adjustment rather than a repair.

Elements, igniters, sensors, door locks and hinges are routine and usually worth repairing. Control boards are the costly part: on an older freestanding range a board can make replacement worth considering, while on a built-in wall oven repair usually wins because of the cabinetry.
